2014年底，托马斯.赫斯维克设计的伦敦花园大桥Garden Bridge通过了批准，负责审批的威斯敏斯特议会声称这将是“世界上最昂贵的人行桥”。设计者强调，这是一座草木葱茏、荡涤人心的水上花园，将成为新的地标性建筑。反对者则拿高昂的预算说事，认为这座桥的设计华而不实，是市长鲍里斯·约翰逊的“面子工程”。“土木工程师们称花园桥造价1.75亿英镑，成为最贵人行桥的部分原因是桥身的包层材料使用的是铜。”大桥还将花费一年350万英镑的维护维修费用。桥长约367米的花园大桥还规定8人以上的团体需要申请获得许可才能过桥，主要是为了防止“抗议团体”占领花园桥。花园桥大部分由私人投资，组建的“花园桥信托会”负责施工和维护募集资金。如果进展顺利，该桥2015年动工并在2018年完工。
根据设计蓝图，这座桥梁好似两个相连的椭圆形大托盘，上面遍布花草树木，因此得名“花园桥”。一道道优美的线条沿着“托盘”底部伸展开来，桥面上覆盖郁郁葱葱的林木，人行步道如锯齿般蜿蜒其中。花园桥的创意最初源于英国女演员乔安娜·林莉。早在2002年，这位年近六旬的女演员就开始游说各方，试图落实造桥项目。她认为，这样一座桥梁不仅是连接泰晤士河南北岸的便捷通道，更是繁华都市中的一片绿洲，能令忙碌的通勤者“偷得浮生半日闲”。人称“当代达芬奇”的设计师托马斯·希瑟威克对这一创意颇为赞赏，操刀完成了花园桥的设计。他的作品包括上海世博会英国馆和2012年伦敦奥运会主场馆“伦敦碗”。“在河的南北两岸，有不同的建筑风格。北岸以砖石结构的古建筑为主，包括圣保罗教堂和诞生《自由宪章》的教堂等。而南岸则充满现代气息，钢筋水泥建筑随处可见。”托马斯·赫斯维克表示，“新建的桥梁绝非一般的步行桥，而是以花园为主角。这座水上花园草木葱茏，将成为新的地标性建筑。我们从传统过渡到现代，全世界没别的国家像我们这样痴迷花园。”桥上的花园由英国著名园艺师丹·皮尔逊设计，包括200多种树和其他60多种植物，全部是英国本土品种。乔安娜·林莉亲自为花园桥的推广视频配音，称走上这座桥好似“漫步林中”。“这里听不到交通噪音，只有鸟语蜂鸣、林间风声还有桥下潺潺河水声，”她说，“这是疲惫的通勤者往返泰晤士河的安全、便捷之旅。”
